Those are white walled tires and yes you can still get them
The tires you speak of were produced BEFORE they added carbon black to rubber for better longevity and puncture resistance. I would try Coker Tire, they make tons of retro tires.
Early automobile tires were made entirely of natural white rubber. However, the white rubber did not offer sufficient traction and endurance, so carbon black was added to the rubber used for the treads. Using carbon black only in the tread produced tires with inner and outer sidewalls of white rubber (whitewalls). Later, entirely black tires became available.
