They're normally placed on top of houses (but they can be put anywhere) to direct the energy of the lightning strike away from the building. If your home was susceptible to lightning and you didn't have a lightning rod, it could destroy anything that's connected to a plug, fry you while on the telephone, ect.

It is a felony. But if it was an accident or a kid or a middle school young teenager who was being silly, it might mean a time for a parent-teen talk and a minor punishment as it is very serious to pull fire alarms! It is wrong to call 911 if there is no emergency and I have a disabily and a few times did this accidentally and explained to them that I was disabled and it was an accident. I am sure a lot depends on the age of who pulled the fire alarm and why they did itIf they were ten years old, they should be punished from recess and write spelling words 100 times!
