Why doesn't this lock turn from the outside?

I have a mortise lock in my door. The lock is above the knob but they are one unit. The problem is that when I try to lock the door with the key, it will only lock when the door is open. When I close the door and try to lock it from the outside, the cylinder only turns half way. I have no problem locking it from the inside, where a halfway turn is enough to lock it. I checked the whole in the door jam that the bolt goes into and it's large enough for the bolt.So what is causing this?

yep thats all, the battery is dying. it shouldn't be hard replacing it yourself :-)

No.The primary way an electric blanket can start a fire is if one of the heater wires became damaged in a very specific way, causing a resistive spot that somehow manages to remain intact while glowing like a toaster. This might be a smoke detector that is hard wired (on house current) but has a backup battery for power outages. Those chirping noises are usually battery replacement noises, so my advice would be to replace the battery and see how well that works. I'm like you, I believe in trying the simple stuff first. It might save you from having to move on to the landlord calling part, which would be more trouble.
