tried to turn it on put it wont move at all. it wont even budge. please help. is it expensive to get fixed

A one, two punch is all you need.
look for a burnt out fuse.
Could be three things. Most common is a fuse is blown. Check that first. Second most common is that the arm leading from the motor to the wiper is broken. Then if both of the above are ok then the motor is out. The motor is usually less than $70
