Why is it that cable companies have total control over one area and don't compete over that area?

For instance, Charter will be in charge of one town, but Time Warner will have another. If I'm in the Charter town, I can't get Time Warner. Why is that?

Answer:

Some cable companies claim that the other company holds a monopoly in certain area's so the companies actually can't offer services in that area.
