I don't think you have any legal rights beyond asking them to leave and calling the police if they do not. Of course, that will not do you any good because the police can't be there quickly. I think I would just hold up my hand and say no soliciting, please leave now. If they continue, you could ignore them, sound an air horn at them or physically escort them out.
is it possibly more than just a smoke detector? Is it detecting something that shouldn't be in your home?
Studs are very helpful when in ice and thin layers of snow. I've read that studs will make the ride bumpy and loud. And from what I know, studs are only allowed when there is ice on the roads. Unless your doing offroading, you'd have to remove the studs 1 by 1 if there isn't any ice on the pavement.
