Question:

Why would they put a notice on an apartment that says this property is locked by the Sherifs department?

The apartment next to mine has a notice on it that says property is lock by Sherifs department. What doesn't that mean? Did something happen there, like is it a crime scene?

Answer:

It could be a co alarm, or fire alarm, but i don't think its a fire if its been going 2 days, you would notice smoke or something. That does not mean you should underestimate it. I am a firefighter and, we get calls all the time for unknown alarm activation. So maybe you should call the fire dept, or try to get a hold of the owner of the house. Could it be a burglery alarm? whatever you decide i would recommend staying out of the house until you know what it is.
At first glance I would say it is a matter of terrain. The Donner Summit is a mountain pass with plenty of up and sown grades where if the car lost traction it could slide a great distance. In Minnesota you are probably pretty much on flat ground.
