windows xp home edition- logged on as Owner(which is main admin) but do not have system admin rights?

im logged on as the owner which i found out was the default admin account on home edition because administrator is disabled due to account restriction policy and can only be used in safe mode. anyways as Owner i wanted to change my default page in internet explorer and says Some settings are managed by your system administrator
