You really need to get them fixed. You could have a serious accident. That's part of getting your inspection. If you don't tell them; you're only hurting yourself along with someone else. You need good visibility at all times. Rain or Shine.
A lot of GM cars that do this kind of thing have water getting into the module/motor area. This usually wrecks the module so you have to replace the module and seal the new cover to the motor using a good silicone sealer. Good luck.
Get new ones. They aren't too expensive.
