Your best bet is to get the room carpetedGet a good carpet padding- the thicker the betterYou should be able to go on Craigslist and get a couple of carpet installers/companies to come our and give you a free estimate so you'll be able to find out if it's a realistic move financiallyIf you don't want to have them come out to your home or don't have time, you can measure the room yourself and give them the measurements over the phoneMake sure you tell them you are having a noise problem and request a quote with a dense carpet pad, ask for a 8 pound rebond pad, like i said, the thicker, the betterIf you're really tight on money, you can ask if they have remnants available or where you can get a remnantA remnant is carpet that is left over on a roll of carpet from the warehousesIt is the cheapest carpet you can getSome are really nice and unbelievably low costYou can go to a carpet store and pick out the remnant you like and then ask the carpet installer to supply the pad, install the carpet you picked out at the store, and then have the installler pick up the carpet for you from the store for a small fee if you can't haul it to your house yourselfThis is the most cost effective way to get new carpet and to block out the noiseGood luck!
Carpets are usually the answer to noiseThey dampen the sound.I personally do not like carpets for dust, dryness (need humidifier)Could cause allergiesOther than that one should call a special contractor, that can pour insulation into walls floors etcthis usually does not cause any damage to the house.
