depends on what brand it is, most have rollers supporting the drum some have 1 bearing in the back, its either a roller wheel or the front seal has to be replaced
Tell your stupid tenant that it is HER responsibility to change that battery. YOU, as a landlord, are required to provide the device. Dead batteries are HER issue. And yes, the laws of most states will support your stance.
It could be a belt, but our gas dryer has done this twice now (it's nearly 30 years old), and both times it has been the rubber rollers/bearings that support the drum and that it turns on (I guess that's the 'guide rollers' Garth is talking about?). They deteriorate with heat and time. On a gas dryer, this is usually a fairly simple repair, assuming you can get the parts (ours is Kenmore/Sears, and we got them for about $30). My husband did ours both times in a day, and he's not an appliance repairman or anything. On an electric dryer, it may still be a simple repair, I just can't speak from experience.
