Do you really mean welding as in arc welding? Clearly arc welding, properly done, is at least as strong as fittings. Many building codes require welded joints for natural gas pipes over 2 dia. while permitting fittings for natural gas pipes 2 and under. If, however, by welding you mean brazing or worse yet, soldering, in situations where the joints may be exposed to high heat and high pressure as in a building fire then your consultant is entirely correct. Brazed or soldered pipe joints on pipes that do not contain water at all times could fail. On the other hand, if the pipes will contain water, there is no danger of the fittings reaching the melting point even of 50-50 lead/tin solder. You can prove this by making a paper bag out of ordinary paper and putting a half cup or so of water in the bag. You may now proceed to boil the water by aiming your propane soldering torch directly at the bottom of the bag.
