Yarn Spinning Bobbin Thingy Name?

I knit, and I'm becoming increasingly interested in spinning yarn, but I cant afford a spinning wheelSo, one day at my local yarn shop I saw a guy who had this yarn spinning deviceIt looked like a toy top, it had like a stick with a wheel (like a large button or something) at one end and a hook at the very end of the side the wheel was onThe roving fibers were fed through the hook, went around to the other side of the wheel, and was wound around the stick.Does anybody know what this is called? I've searched everywhere and have no idea what it's called.Thank in advance
