can you artificially create lightning on a smaller scale?

Can you artificially create lightning on a smaller scale? No, I do not mean like zapping someone. I know that lightning is created by a huge build up of negative or positive electrons, and then they jump out to go to the opposite charge which is the lightning part. So why can't you artificially create a massive build up of negative or positive electrons and then stick a metal rod somewhere near it to create lightning on a smaller scale?

you can try lock cylinder graphite but i think you need new cylinders. dont use anything wet like wd-40 because i know someone will tell you to do that.
There are things in the works at the moment that are kind of like that. Look up the Trojan suit. This thing stood up to a shotgun blast, a bear attack, and being hit by a car i think while the guy was in it. Pretty impressive. Anyway the gov'ts working on it too, but that guy is the furthest i think. Hope this helped. Shane.
i was grinding welds at work with a four inch grinding tool and the way i was holding it was not proper(been working with this tool for years) it jumped off the weld hit and ground a hole in the knuckle area of my left thumb.the next day i used the other hand trying to grind in the same manner and it did it again to my other thumb!
