hydrogen fuel cell out of scrap. I not not talking about anything fancy but just a basic hydrogen fuel cell.

they are pretty complicated. I doubt it. Could you build a lead-acid battery? these are much more complicated. look at

Hydrogen fuel cells are complicated (fancy) and can be dangerous if things go wrong you are creating/storing a highly flammable gas. If you are going to attempt this I would suggest you use the highest quality materials and apply high factors of safety in the design and fabrication.
