Based on the questions you are asking you will need a reef set up. The cost will depend on the size of the tank. You will need tank with glass canopy, and a stand, a protein skimmer, minimum of compact florescent lights (will need metal halides if you you keep high light coral or clams) and powerheads for water flow. You don't need a filter in a reef tank with proper stocking levels as the live rock acts as a filter. The cost of live rock depends on quantity and variety but generally $5-10 per pound and depending on the type you use you will need from 3/4 to 1 1/4 lbs per gallon. You will also need live sand at about 1lb per gallon. the cost of coral varies based on size and variety with very small common coral as low as $20 each to larger or rare coral several hundred dollars or more. No you absolutely cannot keep 3 clowns and 3 tanks in a 30 gal tank. You can't keep 3 tangs together period and 30 gal is to small for even one of any of the commonly kept variety of tangs. 30 gal may be ok for 3 clownfish but that would be all you could keep
I am now under the impression that with time and effort you can do anything; I am not sure if you just got the tank or the tank with all the supplies; sand, salt, filter, heater, light , piece of live rock about 6.99 a piece or 6.99 a pound depending on type of rock; hydrometer to test the salt level; test kit to test for nitrates etc ; de-chlorinating chemical; water evaporates , salt does not so when you make water changes you don't add new salt; small crab/snail to clean up the sand; protein skimmer; I just bought 2 clown fish(Nemo) for 12.99 each and damsels 3 for 9.99 ; it will be a cost to set up ; if you want it bad enough , give it a try; limit the number of fish to 2 ; I have a 29 gallon tank and have 4 fish , 1 crab and a starfish ; hope this helps ; I love mine !!
