Slow flowing kitchen faucet and problems with shut off valves?

the water coming out of the kitchen faucet has been getting weaker and weaker this week and now it flows a 3 out of 10. The thought it might be time to replace the faucet/faucet washer. I went to turn off the water under the sink.. hot and cold valve but water still comes out of the faucet with enough force aka not a dip but free flowing water. I turned the red handle valve to off as well but same thing. I am totally thrown off. HOt and cold water still comes out of faucet. When I push the faucet handle down, the water does not stop right away as well but slowly stops. No problem water into dish washer. I have replaced numerous faucets but I can not figure how water is still getting to the faucet after turning all 3 valves to shut off position. I still think it might be the faucet but now I am not sure. I am close to calling a plumber but really do not want to do that. thx

Sounds like your water has lots of solid stuff in it. Maybe from the city, maybe from your pipes. Take the aerator off the end of the faucet and check to see if it is clogged with stuff. Be careful to note the order of the pieces that come out of the aerator--you will have to put them back. Try running faucet without an aerator. If it runs free then the stuff is your problem and is probably also the problem with the shut off. Pieces of rust or whatever on the faucet washer will allow water to continue to run.
shut off you water main first so you can check on your kitchens isolation valves. unscrew your valve try to replace the wornout rubber gasket. unscrew your faucet and clean the faucet with brush and clean the strainer of your faucet. change the gasket or ceramic valve of your fauset replace them. i hope this will solve your problem.
it could be that you have a bunch of gunk in the end of your faucet. The thing on the end should unscrew and you will find lots of sand and junk in there. also when you turn off the water there is still a lot of water in the lines which may be what your seeing.
I have been starting to have the same problem with my Hot water-- however I had a new hot water tank installed 6 months ago-- when the issue started I contacted the Mfr and was informed that in my tank there are anti-siphon devices-- sometimes referred as thermal anti siphon valves-- at the cold water inlet and the hot water outlet of the tank and if the water connections were not made correctly these devices may prevent the water from leaving the tank as they may be sticking-- when I have low or no flow on my taps after 20-30 secs I will hear a banging in my pipes and then the water flows no problem--hope this helps---
Your stop and waste valves on the lines have failed. These valves have a rubber washer that turns down onto a seat to seal off flow. Often the washers deteriorate and fall away. Unfortunately you discover this at the time you need them! Shut off your main water supply and do what the first answer suggested(the debris he spoke of could be your valve washers!). If you have a chance , change the valves to ball valves which have no washers.
