why do my skateboard bearings keep locking up?

i noticed they had some dirt in them after rideing around a bit and it happens to be from just 2 bearings from 1 wheel, ive completely disasmbled the bearings and tried to put them back to getter but the ball bearings just keep locking up on me !!! its been frustrating me like crazy man, and i know its not from not having lube they always have lube in, its just the reassembly that wont go well.

Remove bearing covers. Be very careful to keep them in the same shape. Then fill a small container with WD-40. Soak the bearings for around 5 mins, while stirring occasionally. When you feel the bearings are sufficiently rust-free take them out and place them on the paper towels. Quickly take the bearings to a sink and put the water on fully and rinse the bearings thoroughly and quickly. Make sure that all the dirt and grime/ rust are removed from the bearings! Dry them off with a rag or paper towels, then air dry to finish. Apply a small amount of lubricant, put bearing covers back on and spin bearings to spread lubricant. Make sure that you lube them, WD 40 only takes the moisture and rust out of the bearings, its not a lube.
