Under the Life Safety Code, NFPA 101, it could be a violation. If your state has adopted that as part of its Fire Code, and the school did not follow proper procedures to notify the fire department (i.e., the outage lasts more than 4 hours and they didn't post fire wardens to broadcast voice communication evacuation alarms, at a minimum), while the school was still occupied, you can file a complaint. Violations of fire code are, in fact, illegal. They can be fined. Similar rules apply if the water-supply is cut for a required fire sprinkler system, for some reason. There is some leeway for the alarm system if the building has a functioning fire sprinkler system.
