Additive in Gasoline with no purpose except price increase?

Maybe someone can help. A few years ago I watched a documentary about an additive that was being put into gasoline that had NO purpose whatsoever except to RAISE the PRICE. It told who the company that got a contract from the government , and it raised the price of gasoline approximately 30-45 cents per gallon. It had no benefits. I cant remember the name of it or the documentary , can anyone help?

Sounds like tax. I've never heard of something like that. Most additives like MBTE or Ethanol are supposed to either reduce pollution or replace some of the gasoline and reduce the overall consumption.
