You could blow out tires, Bend rims, Break the steel belts in radial tires, Damage the sidewall of tires, Bottom out suspension parts, Change the alignment angles, Knock off hub caps and wheel weights, Cause light bulbs to blow out, you may even cause things to shake loose (wire connections-exhaust components-steering and suspension parts)

This is hilarious. Yes, it is the tenant's responsibility to replace the batteries as they are being used during her tenancy (same with light bulbs, etc). The smoke detector is SUPPOSED to be annoying so someone will actually change the batteries! In any case, regardless of whose responsibility it is, what kind of tenant won't spend $2 and 5 minutes for her own safety? Since it seems that you are an out-of-state landlord, you can't simply buy them for her and change them yourself. Send her a letter, certified, reminding her that the wearing of items such as batteries, filters, light bulbs, etc. are the tenants responsibility and she will have to change these herself. Keep a copy of the letter, as well as the certified receipt, in case a fire does happen and she attempts to blame it on you.
