YES, it is ! Steel contains iron,it is magnetic material. Do not confuse with so called stainless steel, it contains no iron at all. It is not belong to steel family. It is an alloy without contained any iron.
That's depends on the material. I think u had heard of materials like ferromagnetic, diamagnetic and paramagnetic materials. ( ferromagnetic materials produce their own persistent magnetic field. However, all materials are influenced to greater or lesser degree by the presence of a magnetic field. Some are attracted to a magnetic field (paramagnetism); others are repulsed by a magnetic field (diamagnetism); others have a much more complex relationship with an applied magnetic field. Substances that are negligibly affected by magnetic fields are known as non-magnetic substances. They include copper, aluminium, gases, and plastic.) Now as u know steel is an alloy of iron and carbon (C is 0.2% to 2.1% by weight.).It also has other materials like Ni, Co, Mo, Cr etc. Some steels are magnetic and some are non magnetic. e.g. MAGNETIC STEEL :flat Carbon steel, MKM steel( made by adding Al to non magnetic nickel steel). Non magnetic steel: Stainless steel, Nickel steel etc. So ans to ur ques all steels does not exhibit magnetic character or properties.
