Rubbermaid makes a nice storage box completely water tight. If you are hell bent on water proofing yours I would start at the top. Line the inside of the top with the rubber. Then line the inside use plenty of glue set the rubber and use a roller on top of the rubber to spread the glue underneath. Make sure you come over the top rails. Last install a compression locking latch so the rubber on the top and the rubber on the rails compress together. A lot of work just buy a Rubbermaid.
You can ride but you will need much more winter gear than you are used to. Another thing is if you will enjoy riding in those conditions. I personally don't but there are bikes out there in the snow.
yes, you can ride a bike year round in concord but your should expect cold weather and snow. many people prefer mountain bikes with studded snows, and you should look into winter bike clothes. a road bike may not be your best choice on slushy roads, and you can count on slush for a good portion of the year. many people like cyclocross bikes for winter, which have frames similar to road frames, but allow the beefier tire you will need for the snowier road conditions. while the center of the road will be plowed most of the winter, for much of the winter there will be snow, slush and debris where you'll be traveling and you want to keep your head up in a car in concord let alone on a bike but it still wouldn't stop me from riding. still, california riding it ain't. you can do it, but you should come prepared. and when you go home, you'll have bragging rights. awesome.
