Lets say i have 700 diameter wheel that cane with 23mm width tire. Is it possible to change out tire that is 25mm or 28mm?
Let's say - usually yes. Whether it would be possible (or even a good idea) in your particular case would depend mainly on the width of the rim and the available space in the respective fork.
It will certainly fit on the wheel. However, some bike frames or forks don't have room to fit 28mm tires, or sometimes even 25mm tires. Measure the clearance of the current tire before buying a fatter one, especially under the brake calipers.
