Don't buy anything. You will not get to drive anywhere for the first 6 weeks anyway. You will not need a ride there for the first year. Only pay cash if you buy anything. Nothing in life is certain.
The fire extinguisher will contain CO2 under high pressure, giving essentially liquid CO2 in the instrument. Depending on (night) winter temperatures I can imagine that some of the CO2 in the extinguisher has frozen. Those soldi blocks of CO2 would give the sloshing sound you mention. During the day and in summer, temperatures will go up a little which means that the frozen CO2 becomes liquid again and the sloshing sound is no longer heard.
A word of warning about riding a motorcycle on a military installation: They have VERY strict rules about operating a motorcycle on base. You are required to wear a helmet with goggles or a face shield, you are required to have every body part covered (no shorts, no T-shirts, and yes, you must wear gloves) and you're required to wear boots or high-tops when you ride. On top of that, you're required to wear a reflective vest or a jacket with reflective tape on it, even during the day. If you have no problem following all those rules, you may want to consider a motorcycle over a car just because the operating cost will be cheaper. Just bear in mind the motorcycle will only haul you around. One advantage of having a car is you can haul your stuff around pretty easily. So if you're thinking you might need to transport people other than yourself or personal items, you might want to get a car.
Car first. You don't know where you will be stationed and likely have to move frequently. What if you're assigned to Oregon? Rains more than half the year. Riding the the rain is worse that the worst. Also for the same reason cars are easier to sell say if you go overseas for any time.
