Can water come up through cement/grout?

My basement is a full apartment and in the past 2 days water has randomly showed up on the tile and grout in one spot on the floor. It's not coming from the ceiling or fridge. I am baffled! Obviously underneath is foundation/cement/dirt/ground/normal under the houseness. Any help is appreciated!
