The rock itself won't do anything. However, if you believe it gives you confidence, then you might develop confidence on your own and then it would appear that the rock did it for you. There's so much quartz at the crust of the Earth that if it really worked, we'd all get along much better. :-)
No - Any such properties applied to a rock or mineral are just plain silly.
