You can't press charges on anyone. Only the DA/prosecuting attorney has that power. What you can do is reprt the incident to police who will then investigate the matter refer the case to the DA for prosecution (assuming the investigation reveals a crime). Who ends up getting charged depends on the specific facts of the fight. Alternatively, you can sue anyone for anything. Just because someone is under 18 doesn't mean they can get away without punishment.
