For the best answers, search on this site shorturl.im/av8yk If you bond the neutral and ground at the sub panel Uncle, then stray currents from the neutral return could go through the equipment ground on the electrical devices fed from the sub panel. If you isolate the neutral and ground at the sub panel, then any currents would go back to the main panel, and go to the service ground. The main panel is where the neutral and equipment ground should be bonded
your job at your home requires a permit for new wiring unless you live outside of the city and my suggestion to you is to hire an electrician as consultant [it is your home and family safety that is the number one priority you of course can do the labor and he can check you off and this will ensure that your home owners insurance will cover and won't say, what about so and so and then exclude any mishap it happens more often than you think consider adding the MAIN entry electric breaker --- the one that is between the meter and your home panel for the reason that I think important IF YOU have snow and ice and no electric power and you want to use a generator for power to a few lights and the refrigerator you must be able to separate your home from the E-power provider so when it goes back on line you are not having overload problems just my suggestions to give you something to think about .
