Strong and reflective would be similar to a mirror or the shiny side of a space-blanket. It's not clear how something can be reflective (no light passes through) and transparent (all light passes through) at the same time when the light hits it at the same angle. Get some tempered glass and deposit silver (like the back of a mirror) on one side.
