Can you use a tapestry as a rug?

you can but if someone has spent months making it isn't a good idea to trample on it.
There is no difference. It's what you choose to use that counts
A tapestry is meant for the wall, a rug is not.
I think rugs are woven in such a way that they are stronger, and more resilient against people walking on them. I think in theory you could use a tapestry as a rug, but it would probably have a shorter lifespan than a rug. so don't do it with your best tapestries.
A rug has a backing which will in most cases prevent the rug from slipping on a hard floor, such as wood. A tapestry does not, and can slide out from under you as you walk on it. The construction of the tapestry is not designed to hold up to foot traffic either. Hope this helps.
