Cold Air intake versus Short Ram intake?

I have a 98 Honda Civic LX I want to know what are the pros and cons of having a short Ram Intake and Cold Air Intake? I was told that a short ram just makes alot of noise and a cold is better but they is a high risk of getting water into the engine when it rains. I would prefer the cold air intake but I don‘t want to risk getting water into the engine. If you can better help me out I have appreciate it.

In basic terms the short ram will remove obstructions in the air intake (allowing for more air to get in easier), but usually takes suction from the engine bay, which is usually very warm - potentially negating any benefits of the SRI. And, since the SRI usually has a filter with reduced restriction, it lets more dirt in the engine. The CAI depends highly on the design. Most take a suction underneath the car, and yes, you have to be careful not to drive through high water. IF you are taking your Civic through water that is over your bumper frequently, I'm afraid you've purchased the wrong vehicle altogether. There are plenty of CAI designs that take the same cold air, but have something incorporated to ensure that water is not drawn in (scoops to direct air to upper inner fenderwell, water seperaters, etc)
All of the intake filter does is maintain **** out of the air tht goes in the engine so in case you hav the consumption and the greater one matches and looks better then go for it but wont get extra air that's because of the pipe. And colder air higher combustion consequently the bloodless air consumption but i recommend to get a intercooler.
