Are Cooper CS4 Touring tires all-year tires. By all year, I mean Minnesotan weather proof (snow, slush, and ice)
I personally would not buy Cooper tires. I had Cooper all terrain tires on a truck and they were not round, constantly lumpy even at low speeds on smooth pavement (not a balance problem). I got Cooper all weather tires as warranty replacements and they always felt dangerous (poor traction even on dry pavement), would lock up all too easily, and my anti-lock brakes would release, greatly extending stopping distance. When those wore out I put Pirelli Scorpions on that truck, which were smooth riding and had excellent traction even in deep snow, when they did not look like snow tires. Although, about any brand of tires have some models that are good and some that are not.
