yes I have one, it is an overblanket electric blanket and I hand stitched the it by the edges all the way round to my duvet and that is all I have on top of me and if I feel chilly in the night I just reach out and switch it on. it is safe to leave on all night, not sure about an under blanket, I have my blanket controll hanging on the way at head height while laying down so not too far to reach out.
Aluminum foil is waterproof as aluminum does not rust, but paper clips do rust, tongue depressor sticks are wood and eventually break down from moisture, rubber bands are more prone to heat and eventually lose elasticity, a sheet is newsprint is paper and paper absorbs moisture and would breakdown and masking tape loses its sticky side with water, so that should answer your question. Only aluminum is waterproof.
