If you want to paint on finished ceramic surfaces - you will need to use Enamel paints - there are water based versions of these - Plaid makes them as do other manufacturers. These become fully cured in 21 days or may be baked in the oven to cure sooner. Then they become top rack dishwasher safe. You should not put any paint near where your mouth will be - stay 1-1/2 inches below the rim of a cup - and no food should touch it - so nothing on the middle of a plate -- stay to the rim. Think about painting on glass - if you paint from the front to the back - you can paint on the bottom of a plate and have it safe to use for food. Glasses are fine as long as you stay away from the rim - there is a lot of space - and if you paint on stem ware - you can use the stem and base as more space for design. The only way to be able to have color on a plate's surface or inside a mug - or up to the edge is to use a baked glaze that goes through a kiln to make it food safe.
