Ok The why is most likely that Alberta has mountainous passes where chains are essential to keep traffic moving and Ontario has few roads where the combination of excessive snow accumulation and extended steep grades would mandate the use of chains.
Class B would probably be the best for gasoline, being that it is petroleum based.
