Does a heat pump actually use freon?

Had a new heat pump installed in 2008. Recently it was not cooling well. The installing contractor came in and added several pounds of freon. I asked him if there were any leaks, he said no, but heat pumps do use freon and freon needs to be refilled every two years or so. I have heard that HVAC is a closed system and freon does not go anywhere unless there is a leak. Is the contractor lying?

Answer:

Thier brains were the size of a walnut. Not much thinking going on. Just instict.
The Lugs are on the brake drums. The individual studs can be replaced for about $3. ea. That is the way to go.
