I had the same project when I was in Jr High. I'll give you one bit of advice, the winner every time was the ones that had the largest tires. Small tires would spin and use up any energy the rubber bands could give. For more ideas, look up rubber band cars on youtube.
Well you can't melt foam rubber because it will just burn , and i suggest that you don't because it will leave poisonous chemicles into the air
