If you feel more safe with smoke detectors, feel free to buy them.
In the city where I live the landlord must provide smoke detectors. There has to be one just one foot in on the ceiling of every bedroom as well as one just a foot outside the bedroom. So if you have a room that has 3 bedrooms leading off it there would be 3 smoke alarms on the ceiling of that room. After that there has to be one on every level as well as one on every stairwell. Rentals are inspected every other year. The tenant is responsible for checking and keeping fresh batteries in all.
The cap covers the needle so if you are careful, you won't get stuck. If you have an envelope, put it in there and then take it to a drug store pharmacy where they have medical waste receptacles. If not possible, put in trash. A large supply of needles and syringes were dumped outside my house one night. Neighbor found them and called fire department who sent Hazmat. I would not leave the needle and syringe for a child to find.
