Looks like 'casts' of worm burrows.
It is difficult to tell from this picture but it could be a burrow of some invertebrate animal. It is definitely not a sea horse. The rock is most likely a limestone (or dolomite), from the location you mentioned it is probably either the Silurian Lockport Dolomite or the Devonian Onadaga Limestone. That is long before sea horses were around. The other possibility is that it is not a fossil at all, it may simply be a concretion. They can take on very weird looking shapes, sometimes looking like bones or any odd thing. To determine what it is you will need to break it open and look for any type of fossil structure, especially along its walls. If you find none, it is a limestone concretion.
