I was curious if anybody knew of an office type chair that can be lowered down abnormally far so that you're very close to the ground.

Don't know of one, since that would mean it wouldn't extend up very far at all. Which means it would be un-sellable as an office chair for anyone other than a child.
Most office chairs are designed so the height can be adjusted up or down to keep the ride height at a comfortable and ergonomic level.
