It is not possible with current technology to build such a capacitor or battery. A capacitor could be charged, but would lose it. A battery could hold the charge long term, but can't be charged up so quickly. Electrical power stations generally don't store much (or any) charge; the electricity is generated as it is required. There has been very little engineering research into devices which store large amounts of charge long-term. Maybe you should invent them.
