I doubt there are too many layers of paint. Drywall is very forgiving but you don't want to sand it all offthat's a real mess!! Small hailine cracks can be filled with a smear of caulk. Larger cracks will need to be skim coated with joint compound, a.k.a. mud. After it dries, sand it smooth and paint the whole thing
