Which is better Kelly tires or good year? I live in MN so it snow alot.

Michelin then Goodyear. Kelly way down list. Tire one of few things in life you get what you pay for.
I don't know who makes Kelly Tires but more than likely it's owned by a major brand tire manufacturer since most are.
Kelly is a private label tire brand owned and manufactured by Goodyear. Like all private-label tires they tend to be older designs using older technology. As someone who works in the tire industry and also lives in Minnesota I would love to make some specific recommendations, but need to know the year/make/model of vehicle and preferably, also the tire size. Personally on all of my vehicles I use two sets of tires - one for winter use only and the other for the rest of the year. So-called all-season tires are not appropriate for Minnesota winter driving IMHO. Many all-season tires are not even tested in winter conditions before being offered to the public. Also, all-season simply means the tire is rated for moderately cold temperatures (45-deg F) and light snow. In Minnesota we frequently see severe snow, ice and sub-zero temperatures and all-season tires simply can not handle that.
