Asphalt, it won't move but it costs more. If people are just a little quick, longer and lower, if they are going twice the limit, opposing ramps, in one lane there should be two speed bumps, each one shaped sort of like a ramp, one facing the opposite direction of traffic, and one following traffic, I recommend you make them at least 8 inches high, if anyone tries to go over one of those more than 30 M.P.H. you will need a tow truck.
