I want to make a heat exchanger this way but don't know if the copper tubing should actually be in contact with the heat source (generator's exhaust pipe) or be backed off a little.

try and replace the steel e-pipe with a copper one an try and disturb the flow a little then wrap the tube tight around it as much as you can for 3-4 inches the wrap tinfoil shiny side in

What you are talking about is a bit scary. 100 psi steam is pretty hot, over 327 degs F. If you are not real careful, the tubing can burst and scald you or someone else. If you are really going to try this you should shield the whole thing to protest yourself from serious burns. I have seen people burned in accidents like this. It can be very bad.
