How can I make a full size waterproof barracuda costume?

I need to make myself look like a barracuda. As realistic as possible is best, and the costume needs to be waterproof. It's ok if when I stand up straight that the barracuda's head is facing up.Has anyone done this before? What kind of material should I use to keep the shape consistent. What kind of paint? It needs to endure salt water obviously because I'm a barracuda.

A 5- year old clown was lying under his blanket when his bed caught on fire. He used his cell phone to call his mother at the bank Mommy! My bed is on fire! His uncaring mother said just go to the kitchen and get a big glass of water to put it out. Good idea the clown thought. He went to the kitchen, got a big glass of water, drank it, and peed all over the bed.
Too long; didn't read. Just tell them you either need more space in your room or you would like to move into your granddad's house. Make sure it's ok with him first, though.
