get a motor for it, like the ones used in remote control cars
MAGNETS! like the guy above me said, create a magnetic field around the wheel. it will work AND is scientific.
use magnets. line magnets on the wheel and have a few more magnets hanging or on the ground close to it (close enough so the magnetic fields interact) put the like poles together so they repel and it will push the magnet in your wheel away causing the wheel to spin. and when the next magnet in your wheel comes around it will push it again and make the spin cycle continue. depending on the size of your wheel you may need 2-8 magnets in the wheel
