mechanical movements require jewel bearings to work well, so import taxes are based on the number of jewels in the movement. all watches have to be marked by the manufacture with country of origin and number of jewels for import tax purposes. Quartz is not a jewel and has nothing to do with the mechanical operation of the watch, it is an electrical component. there is no tax on quartz so that is why the manufacture is proud to state as much. there is nothing about quartz that designates anything but cheap to the consumer.
Believe it or not most Swiss watches use Japanese Quartz in their watches. Quartz are quartz The Swiss bye them from the Japanese for their watches, because they are well.made and cheaper, and cheaper is better.
