When we first meet, while he did have a phone, he couldn't drive and played video games all day and smoked a lot. Thankfully, meeting me made him want to be better. If I were you, I stopped lending him your phone (he has yours, so why does he need his own?). Phones are cheap and he should be able to get a refillable one at Walmart. And stop paying for things.
